My view would be to allow a player to set the min number of players and have a 
flag to expand on non-ai connects.

So I set the non-ai connects to true and say min players to 5.

At first there's me and two others.  That would give a total of 2 ai players.  
Then a couple more players join and that will be all the slots filled and the 
ai removed.  Then another two join and the game now has 7 players.  Then a 
player leaves and the player total drops to 6.  If another two leave that would 
put the total non-ai players to 4 and so the server adds an ai to fill the 
remaining slots.
