I have downloaded the cvs tree, and am ready to submit a change for 
INSTALL. In the future, I plan to work on the AI code, too. First, I 
must sync my concept of things to be done with the other AI developers, 
learn the code & documentation, and get to know folks.

I haven't quite caught on to how and who commits changes.

Do folks just submit possible changes, whereupon a guru decides whether 
to commit them, or
is there a master plan folks follow to make upgrades, or ....
