The AI cannot make use of city tiles that are not explored. The
novice/easy/medium AIs also cannot attack unexplored tiles.

Check out the AI documents in the Wiki. Feel free to expand on them. This
is where we will be keeping AI documentation now.

For the AI, it is me and Greg who commits patches to cvs. We have a rather
vague master plan for some parts of the code, you can find it in the Wiki,
but definitely feel free to make improvements not mentioned in there.
