   - Reordered functions in client/gui-gtk-2.0/dialogs.c. They are now in
their own group and order is similar to pillage dialog ones
   - Not exactly related to this patch, but changed
is_showing_pillage_dialog to bool
   - Comments to headers of all new functions and to some I only modified
and were previously not commented
   - Avoid (gtk2) client segfault if city selected by user is destroyed
after dialog was created.
   - Server sends notifications to player if currently someone else owns
that city or it does not exist at all (any longer). Previously homecity
changing just silently failed.
   - can_unit_change_homecity() now returns FALSE, if player has no
cities. This only affects when clients make some buttons/menu items
sensitive.
   - Added one assert to handle_unit_change_homecity().
