  Indeed, optimizing homecities all the time would turn into evern more 
micromanagement. So it should be limited some other way. I were thinking 
about limiting how often unit can change homecity. But this would mean 
tracking when homecity was last changed -> one more field to unit struct.
  Another problem are caravans. You don't change their homecity in order 
to distribute upkeep costs, but to control which city gets traderoute. 
As longer traderoutes are better, one could build caravans near their 
destination city and then change their homecity to far away city. 
Special case F_CARAVAN so that they always must visit city in order to 
make it their home? That would make some sense, they have to get wares 
they are going to sell.
