The documentation needs to be improved (by putting your above 
explanation into the function comment).  I'd suggest renaming it 
(can_build_unit_forced) but this is unrelated to effects.

building_replaced and building_redundant also need their documentation 
improved, with the explanation you just gave in the other e-mail.
