You are the one who told me you prefered building over improvement. :-)

A building may be redundant (superfluous) without being replaced. A
building without effects for example: it is redundant but isn't replaced
by anything else. Or a building which has its effects active during a
Monarchy but you currently have a Republic. It is also redundant but
not replaced. A Cathedral however has all its effects replaced by
Michaelangelo's.
