I try to defend most cities from me too, but why should i defend a city
which is surrounded with mountains? My enemy need 2 moves to get into my
city. Enough time to react.

Think you haven't played against a player who uses end of turn moves as
strategy.

That doesn't help against 2 end of turn moves (2 enemies)
