Do you still think that with versions 5 and later?  If so can you elaborate
on why you think it is artificial?

Who is the design board?  I could not find that listed on either
http://www.freeciv.org/people.phtml
or a search by google or htdig of the freeciv site.

Currently this patch is listed as open/design-approved by chrisk.
