There are already 'worklists', but they may not be working exactly as they
should. Please look at them and suggest what should be done differently.

I don't understand. What is 'construction'?

There is civworld, but it is only available as a separate patch to the
source code, and only for gtk1 (unix).

Yes, coming with the game, in data/scenarios/
