Hard-coding an offset of 4 in this case is easy enough. However, this
breaks many other things, and still doesn't draw quite right.
Supporting tiles that extend upwards up to NORMAL_TILE_HEIGHT/2 should
be a first goal. This will require signficant tilespec and drawing code
changes, I think.
