That is not a bad idea. Another idea is to have the same for defense. I
wouldn't divide into more than three layers, though (air, ground, sea),
otherwise it would become a little too complicated.

BUT, these ideas _really_ change freeciv as a game, and I'd rather wait
with this as a separate patch :-)
