Battle Isle uses only two values: weapon strength and armor. Weapon
strength is used for both attacking and defending. Can you give an
example where attacking and defending is different?

I think that the extra two layer are useful to implement sub hunting
and to enhance the stealth units.

We can still "emulate" the old behavior. But can also make different
behavior available.
