1) I would allow wells on grasslands even for a normal settler unit;
where there is much grass, the water can't be deep. Wells on
plains/forests/deserts should be possible for Engineers only. What about
swamps? These areas already have the abundance of water, so wells don't
make much sense here. "Swamp --> irrigate --> grassland --> build well"
seems to be a more reasonable route.

2) Like irrigation, a well destroys a mine in the same square and vice
versa.

3) The well only allows irrigation of a square with a well. You can of
course use that irrigation to start irrigating other areas.

Otherwise, I like the idea.
