The AI is playing by Civ 2 Rules, incidentally, I do not believe firepower
comes into Civ 1 rules, and combat is win/lose. Someone should probably fix
the AI so it plays Civ 1 style better.

Basically firepower affects how much damage is inflicted. The attacking units
attack and the defending units def value are added together. The a random no
is generated between 1 and that value.
Basically both hitpoints and firepower are very valuable.
