I wasn't aware of this situation because i never even scratched the
surface of the rulesets code. I guess we should go on and make the
rulesets we do have work before adding more extensions.
I also think that things like number of unit types, etc, shouldn't be
capped with a small hardwired number.
I see no reason why the server can't at bootup read the rulesets and
dynamically set a MAX_UNITS variable or something.
