Not any more than tilesets do.  There can be default sounds for missing items.
If crucial pieces are missing, sound can be disabled altogether.

Both sides must be able to refuse this, for bandwidth reasons.
It's inconsistent to demand this for sound while it doesn't exist for tiles.
