As I said, in the initial comment. 

In fact none of these are required to grow via rapture.

As I said in the inital comment.

In fact minimum overlap is usually the best, not cramming.

It is certainly possible to completely rewrite the rules and build a system
with different checks and balances.

It is not generally necessary (Sid and his team spent large amounts of
time tweaking the checks and balances in the early releases which is
why Civ was as successful as it was), but it is possible.

In fact, that is the comment made about Civ3 ... those who make the old 
assumptions soon find things don't work the way they expect.

Of course the same thing was said for the Alpha Centauri release.

But giving the game a new a different twist is as much a marketting
strategy to provide something new as to "fix" old problems.

However, for the most part Freeciv does not evolve that fast. It is 
probably still worthwhile finishing the basic Civ 1 and 2 features
and learning the checks and balances before going for a total rewrite.
