If you've got *that* kind of production, you're building Battleships. ;-)
(And if you can build a Battleship in 1 turn, you're going to have at
least 8 Settlers nearby to clean up the pollution! Speaking of which,
that's another thing that works in ICS's favor: no pollution because
the production base is distributed.)
