I am not sure what you mean by add capabilities.

Would something like:
"Great scientists from all the world join your civilization; 
you get an immediate advance." be good enough, or should a 
first_build_message be added to the techs ruleset?

Oh, as a warning this patch changes the network protocol since it
removes the sending of the bonus_tech (instead the flags are used).
