I agree.  And it should be set up so that it's an option (i.e., you
can turn its availability off at the server).

Someone asked why one would go through the trouble of building a
watchtower when you can build a city instead.  Well, I have a
suggestion about that: *any* military unit should be able to build a
watchtower.  It's not like it's a major construction project like a
city or something.

Even so, it should require Construction or something similar as a
technology, of course.

I also think that, on a related note, it might be useful to have an
Optics technology, with certain other techs like Miniaturization and
Laser depending on it.  Not sure what Optics should require.
Invention, perhaps?
