Completely agree with Eric.
Besides what is so fundamentally wrong in assigning a spy firepower 0
(unless his name is Bond)?

btw, what is the reference to cardinal in GOTO_MOVE_CARDINAL_ONLY (see,
e.g. server/gotohand.c)?  I am not a catholic, just curious...
