I agree the new tile and specials idea is pretty ugly, but I disagree
about using a damaging fallout as a barrier. Unless somebody has a
hankering to take the time and make make a wrap option (anyone?), we'll
have an x_map_wrap in the code for a while. Making fallout damaging would
seem to me a much easier proposition (w/out actually examining the
code) and a realistic feature and one that makes no_wrap games more
feasible until we actually have a server option.

PS: this has gotten me thinking about a "mountains are impassable to land
units" option. For example, say I wanted to make an Italy map, or some
such. I could make my northern boundary the top of the screen, but that
would be pretty straight cut. I would want the alps to curl around. I
could also have the Apennines impassable except where I put in passes.
