I really can't help you with Czech. I can only suggest that the
czech.ruleset uses a traditional list of city names by default. Other
rulesets can use the firstpart/lastpart system by default and some
rulesets might even use Falk Hueffner's algorithm by default. Your'e
welcome to write that more sophisticated algorithm!
