In SMAC you can build cities outside your territory. The rule you're
think of has been implemented in other games such as Settlers. If we
were to implement that rule (and it would be cool to have both options)
I think we'd want something other than a city to extend the radius - the
watchtowers that have been recently discused would be ideal.
