Cool it works ! :)

The problem of poping a dialog when a unit reached a city to accomplish an
action looks similar for caravan and diplomat. Here, you add specific code
to manage diplomats. Can't the code be more general as to handle caravan
and diplomat ( and nuke and ... ) ?
