[Freeciv-Dev] Diplomat bugs (PR#359)

Hello,

   I encountered those problems using diplomats with the latest cvs
version and gtk client :

   - I can't bride a unit. ( message 'You can't attack there.') Distance
between the diplomat and the unit is zero. The diplomat has two move
points left. 
   - I have seen the message 'only ground unit can take over a city'.
