        This is because the target city coordinates are used as the GOTO
target.  It is non-trivial to choose a tile on the chosen path at the
start of most GOTOs, and no re-evaluation is done as the Diplomat unit
approaches the end of its trip as to what would be a better final tile to
end turn upon.
