It is also a potential source of bugs. For example, what happens when a
coastal city with a Harbor becomes a non-coastal city? What if the city

Civ:CTP has undersea tunnel tile improvements (they work like roads, but
on the water). They can be attacked by submarines (and stealth subs)
(but I've never attacked one myself). Bear in mind that CTP does tile
improvements through a "public works pool", without using Settlers, so
tile improvements on the water are not a problem.
