But "Buy City" is _not_ the same as "Trade City".

"Buy City" really means "Bribe City", or "Incite Revolt" or 
"Subvert City".  The money you pay goes to the _citizens_ of 
the city, to incite them to change sides, not to the ruler
or government of that civ.  

The idea of paying more is that with the extra money you can 
cover your tracks, and not make it look like you were involved 
(eg as if it were a "spontaneous" change as sometimes happened 
in Civ1), so not threatening peace status (at least not directly).
