This is going to make a rather large difference in early-game strategy
for anyone who uses Republic.

There have been a few changes like this in Freeciv over the past couple
months, IIRC.  Is there any place where these are documented for players
who aren't following CVS?  (The ChangeLog has a bit too much detail.)

More importantly, has anyone kept track of all of these sorts of
changes?  :-)

And does the AI know how to compensate for this?
