This is going to make a rather large difference in early-game >strategy for anyone who uses Republic.

Personally, I don't find it that different. And if it actually slows things down for the Republic for just a little bit, that's not really a bad thing.

And does the AI know how to compensate for this?

AFAICS, the AI doesn't really care. Well, if it does, then it shouldn't. The best thing to do is to make it more explicit and thus hide the details from the AI.
