IMHO commenting on each city is a LOT of work, but if you feel like
this, I can
add you some more: nations, rulers and their titles should be commented
too :-)

Anyhow, I remember that reading Civilopedia in Civ 1 was quite a fun and

am rather willing to help you with the techs etc. ... somehow.

Unfortunately, the images would probably require to rewrite the help
thing a bit :((
