To try this out, I compiled freeciv on the OS'es I had close:
(uname -a)
SunOS grimnir 5.5.1 Generic_103640-20 sun4m sparc SUNW,SPARCstation-4

SunOS raven 5.6 Generic_105181-09 sun4u sparc SUNW,Ultra-1

HP-UX hopper B.10.20 A 9000/778 2013185921 two-user license
The last system failed, it didn't have libXaw. All the others worked
like a charm.
I'm really interested in what problems there is with using configure
on your system.
