Is there interest in moving freeciv autoconf to config.h instead of using 
dozens of -D compile time messages? I am keeping this change updated in my
tree, so if you want an updated patch, let me know. If there is no
interest, I'd also like to know, so that I do not need to waste work
keeping it updated.
