The first autoconf patch I submitted had that, but it was taken out
because it puts even more crufty files in the main dirs like stamp.h,
and the feature of only recompiling the necessary stuff on
reconfiguring is unneccesary currently.

Since in the futute it could be useful, and it keeps the command line
shorter, I would vote to reintroduce it. Another way would be to
comment out the checks that aren't used currently (most aren't).
