Have you considered simply including as a modern nation
any nation that is now a member of the United Nations Organisation?

Also, I suggest a slot for "cultural nations".
My own preferred example would be Qu=E9bec.
I won't burden you with the details, but even many of the stauchest=
 adversaries
of Qu=E9bec's separation from Canada would admit that the "Qu=E9becois"
represent a culture that is different from their own -  mostly anglophone=20
Canadians.
