City name clashes.  This has been discussed before.  It was
agreed that existing nations are limited to their present cities.
On other categories of nations, some think they should not be
allowed at all, or put into separate rulesets; some think they are fine
as long as they don't clash (the present situation).  It's always
possible to enforce the rule that nations cannot be chosen if they
share a city name with a nation that has been chosen before.

Yes, it would clash with the Germans, and few people would be comfortable
with a ruleset where picking Nazi Germany would exclude Germany.

There used to be: the Soviet Union.  It has been replaced with Russia.
