A few turns later, as it builds a defender in the closest city, it will
explore the hut.

The thing is, rampage only has one turn horizon, and the AI didn't build
any defenders within a one turn range of the hut before you attacked it.

I guess this was not its starting island. It often happens that when the
AI expands to a new island, it builds cities but no units, since it does
not need to. So the island goes unexplored until it meets enemies on this
island, forcing it to build units which can later explore.
