Try looking at xorg.conf and verify that the mouse is set to use the
IMPS/2 protocol (in the later OS releases that is standard for PS2 ).

BTW, you do not say what hardware or OS you are using.  I assume since
your old mouse that works is serial that this is an older system.  Both
HW and OS may be a factor. In general, newer releases have more and
better drivers.

Also, Are you booting with both mice connected at the same time?  If so
that may be an issue and while troubleshooting you should have just one
mouse connected.
