You might be using a USB 2.0 device on a motherboard that only supports 
USB 1.1 or USB 1.2.  Win 98SE
does not handle USB very well.  Specially if the device is not powered 
up and connected at boot time.
You might try the Microsoft Knowledge base to see if they have updated 
USB drivers.
