The only reason that you "can't" get satellite in your apartment would 
be because you didn't have a clear view of the southern horizon:

SBC "owns" the cable rights in the apartment complex that I live in, and 
they charge way more than DirecTV or The Dish Network.  So there are 
probably more than 20 18" dishes on peoples decks.
