We used to be able to run DSL to a location without it having phone
service.  Actually we still can but it isn't very affordable any longer.
I really wish we could still do that though as it made sense in so many
situations.

Bell isn't stupid.  They are using DSL as a way to get more POTS lines
installed.  I'll bet 1/3 of the people we sign up for DSL have to switch
their voice service back to SBC in order to do lineshare ADSL on the line.
There is no technical reason why they can't put it on a reseller line but
they see it as one more way to get people to switch back to Bell voice
service.

Actually "switching" isn't that hard.  Bell tries to make it hard because
they refuse to actually let you switch providers.  You have to completely
cancel your DSL service and then we have to reorder it.  Actually though
that is probably easier in the long run because that way you don't have to
try and deal with them making the switch ;-]
