I'd say go with (b).  The time spent removing and replacing the old fan (a)
is probably worth more than $10, unless you're just on a VERY tight budget. 
And secondly, you cannot possibly get a quality ATX case for under $80, so
(c) is right out, unless you have a friend who can get you a nice case for
that price.

If it's all still under warranty (which I think you indicated in a later
message), you might be better off getting it replaced by whoever you have
the warranty with.  Replacing hardware components on your own will often
voide certian warranties (at the very least, at least read the fine print to
see if it voids yours).
