To be fair, this applies only to ISA cards.  Every PCI card I've used
(networking, SCSI, whatever) has had everything automatically set up
properly with no need for me to specify any particular value.

Yes, Linux Journal talks about these regularly.  If you have something 
that's simple, ie needing only an on/off value, you can build a custom 
serial cable (pretty easy if you're handy with a soldering gun), and
hook some of the on/off serial pins like DTR to your project, and
control them via software.  If I remember correctly, the serial port
uses values of + or - 5v DC for 1 and 0, but I may be way off on that.
