I'm using NT and 98, and it works great.  You might consider putting in
'netbios name = '.

I tried TeraTerm.  Unlike Win98's telnet client, it allows me to use
whowatch & less.  They work perfectly so far.  There are still some
problems with mc because mc requires the use of the function keys.  I guess
certain function keys don't seem to work through telnet.
