Actually, not necessarily true. They were tethered, but they could still
be moved by bringing them back down and carting them off somewhere else.
It's not like they were all stuck at the factory ;P.
Another interesting possibility: move 1, vision 3. That would make them
very useful until very late in the game.

Do they actually have that big a lift capability? The Zepplins that
Germany built would only carry about 60 people if memory serves, which
is presumably the equivalent to one or two units.
