I thought the reason ships were favoured was because it
is possible to park a ship "just off the coast" so that
you can land a bunch of ground troops (marines!) in just
one move. Sometimes the threat value alone is enough.

You can't park a cargo plane off the coast, but you
can park a dirigible.
