[Freeciv] name of worker/engineer

A current experiment is splitting the settlers into settlers and
worker/engineer.

may I suggest the name "digger" for the worker/engineer.

Consider what the unit does, it digs irrigation ditches to irrigate, holes
in the ground to mine, cuts and fills the landscape for roads, etc.
