I guess draws should require consensus, not majority, vote (ie one against
and the proposal is voted down). Otherwise all the losing players could
vote a loss on the winner... Maybe this should also be the case for
endyear. Or should this be the case for all votes - simpler but might be
annoying if one player does not want timeout, eg...?
